Crawling under the dash is not difficult especially if you move the seat all the way back.  You have to pull down the panel under the steering wheel.  There are 3 or 4 flat headed push buttons.  Just pull them out.  Then the connector is exposed and you can slip in the plastic separator.  Push the panel back up and insert the buttons and you are done. 
The shorting of these contacts is caused by the steering wheel telescoping in and out.  So every time you turn off the engine and restart it they adjust their position and sometimes short and sometimes they don't.  Don't be surprised if the plastic separator doesn't work all the time.  Mine shorted recently after the separator had been in for a while.  I had to stop and start the engine 5 times before the steerlng wheel sensor finally opened the contacts.
The brake lights coming on is a minor matter.  The worst is that the shift lever locks up.  If its in Park, you cannot move the car.  If it is in Drive when the contacts short, you can drive although the engine light and the TCS light is on.  I believe the ABS light could be on also.  So, that system may not be working either.
I have filed a complaint with the USDOT Highway Safety Administration.  An investigator contacted me and asked a lot of Questions.  Haven't heard any results.  His name was Stephen McHenry.
